United Nations Security Council Endorses the US Gaza Proposal

The UN Security Council has approved proposals presented by Donald Trump for securing a durable ceasefire in Gaza, encompassing the deployment of an global peacekeeping force and a possible route to a Palestinian statehood.

Broad Support with Notable Abstentions

This measure was adopted by a tally of thirteen in favor, with China and Russia choosing not to vote. The US envoy the US ambassador addressed the international body that it charted “a fresh direction in the area for both sides and all the people of the region alike”.

Compromise Wording on Independence

Addition of references to an self-governing Palestine was the price the America paid for support from the Arab and Islamic world, who are anticipated to supply security forces for the global force.

“Interim measures that we embark on today must be implemented in accordance with legal norms and upholding Palestinian sovereignty,” James Kariuki affirmed.

Government Opposition Continues

However, on the eve of the resolution approval, PM Netanyahu reaffirmed his cabinet's firm resistance to the establishment of a sovereign Palestine, raising questions on whether Tel Aviv will accept the execution of the UN-mandated proposals.

Central Components of the Proposal

  • Immediate lifting of existing limitations on assistance into the territory
  • Formation of an international stabilisation force
  • Moves towards restoration and a possible “avenue to Palestinian self-determination and statehood”

Unclear Language and Requirements

The mention to independence was a compromise addition to an initial US draft which omitted it. However the wording is unclear and conditional, stating only that once the PA has implemented reforms and the rebuilding of the territory is advancing, “the conditions may ultimately be in readiness for a credible pathway to Palestinian self-determination and statehood.”

Global Response

The phrasing was insufficient of the firm commitment to the creation of a Palestinian state next to Israel desired by Muslim nations, as well as EU representatives, but in addresses to the council after the vote, representatives from those countries said they were prepared to accept the compromise in the benefit of extending the present ceasefire and prompt actions to assist and secure the millions of Palestinian residents in the territory.

“Algeria has finally decided to vote in favour of this resolution, a text that we back its core objective, namely the preservation of the cessation of hostilities and the formation of conditions permitting the Palestinian people to exercise their immeasurable rights to self-determination and statehood,” the Algerian envoy declared.

Practical Difficulties

The resolution provides comprehensive monitoring control to a “peace board” led by the US president, but of uncertain membership. The board has to update the UN but it is not required to follow the desires of the UN or by the Palestinian leadership.

Additionally, it requires the establishment of a Palestinian technocratic committee that is tasked with overseeing day-to-day governance of the Gaza Strip and the delivery of services, but it is quite ambiguous who would take part.

Security Force Mandate

The mandate of the global force empowers it to disarm and dismantle armed groups in the strip, but it is highly uncertain that possible sending countries would agree to attempt to engage such factions. Not a single nation has yet pledged to contributing forces.

Moreover the requirements for modification of Palestinian leadership, the requirement towards steps to Palestinian statehood, have been vague.

European officials said they viewed it as pressing that the identities of the specialized group to provide utilities was settled as without delay.
